Au cours de cet \u00e9change tr\u00e8s attendu, le chef de l\u2019\u00c9tat est revenu sur la mutinerie r\u00e9cemment d\u00e9jou\u00e9e, tout en abordant les enjeux li\u00e9s \u00e0 la r\u00e9vision constitutionnelle et \u00e0 l\u2019installation prochaine du S\u00e9nat.<\/em><\/strong><\/p>\n\n\n\n<p>Visiblement marqu\u00e9 par les \u00e9v\u00e9nements, Patrice Talon a n\u00e9anmoins tenu \u00e0 rassurer sur son \u00e9tat personnel. \u00ab Je vais bien, m\u00eame si mon moral a pris un petit coup \u00bb, a-t-il d\u00e9clar\u00e9, exprimant surtout sa pr\u00e9occupation quant \u00e0 l\u2019image renvoy\u00e9e par ces faits. \u00ab Je suis pein\u00e9 pour l\u2019image que ceux-l\u00e0 donnent de notre pays \u00bb, a-t-il insist\u00e9, \u00e9voquant en particulier l\u2019impact psychologique sur les enfants et les jeunes g\u00e9n\u00e9rations.<\/p>\n\n\n\n<h2 id=\"une-tentative-de-destabilisation-circonscrite\" class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-red-color\">Une tentative de d\u00e9stabilisation circonscrite<\/mark><\/h2>\n\n\n\n<p>Sur le volet s\u00e9curitaire, le chef de l\u2019\u00c9tat a tenu \u00e0 relativiser l\u2019ampleur du complot, qu\u2019il a pr\u00e9sent\u00e9 comme l\u2019\u0153uvre d\u2019un groupe restreint. \u00ab Les vrais auteurs de l\u2019attaque \u00e9taient au plus au nombre de 15 ou 20 \u00bb, a-t-il affirm\u00e9. Il a, par ailleurs, livr\u00e9 des \u00e9l\u00e9ments sur la dispersion des mutins apr\u00e8s l\u2019\u00e9chec de l\u2019op\u00e9ration. \u00ab Certains soldats se sont habill\u00e9s en civil et ont pris la fuite \u00e0 moto. D\u2019autres ont escalad\u00e9 le mur \u00bb, a-t-il pr\u00e9cis\u00e9, d\u00e9crivant une tentative rapidement d\u00e9sorganis\u00e9e.<\/p>\n\n\n\n<p>Patrice Talon a \u00e9galement fait \u00e9tat d\u2019\u00e9changes directs avec l\u2019un des principaux suspects. \u00ab Pour ne rien vous cacher, \u00e0 un moment, nous avons eu Tigri au t\u00e9l\u00e9phone. Nous lui avons dit : \u201cc\u2019est de la folie ce que tu fais\u201d \u00bb, a-t-il relat\u00e9. Selon ses explications, l\u2019int\u00e9ress\u00e9 aurait sollicit\u00e9 l\u2019arr\u00eat de toute action militaire contre les mutins, tandis que plusieurs d\u2019entre eux auraient quitt\u00e9 le camp de Togbin en civil. Le pr\u00e9sident a exprim\u00e9 l\u2019espoir d\u2019une coop\u00e9ration des pays voisins pour faciliter leur arrestation et leur extradition.<\/p>\n\n\n\n<h2 id=\"septennat-et-reforme-institutionnelle-assumes\" class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-red-color\">Septennat et r\u00e9forme institutionnelle assum\u00e9s<\/mark><\/h2>\n\n\n\n<p>Abordant la r\u00e9vision constitutionnelle, Patrice Talon a r\u00e9affirm\u00e9 que l\u2019instauration du septennat pr\u00e9sidentiel ne r\u00e9pond \u00e0 aucun calcul personnel. \u00ab Cette r\u00e9forme n\u2019est pas \u00e0 mon profit. Elle est pens\u00e9e au profit du B\u00e9nin \u00bb, a-t-il martel\u00e9, d\u00e9fendant une architecture institutionnelle qu\u2019il juge plus adapt\u00e9e aux exigences de stabilit\u00e9 et \u00e0 la conduite de r\u00e9formes structurelles sur le long terme.<\/p>\n\n\n\n<p>Dans cette dynamique, le chef de l\u2019\u00c9tat a confirm\u00e9 qu\u2019il si\u00e9gera au S\u00e9nat, conform\u00e9ment aux nouvelles dispositions constitutionnelles. Il a insist\u00e9 sur le r\u00f4le strat\u00e9gique assign\u00e9 \u00e0 cette institution, appel\u00e9e \u00e0 servir de m\u00e9canisme de r\u00e9gulation du fonctionnement des pouvoirs publics. Selon lui, le S\u00e9nat aura vocation \u00e0 intervenir en cas de diff\u00e9rends ou de situations de contentieux entre l\u2019Assembl\u00e9e nationale et l\u2019ex\u00e9cutif.<\/p>\n\n\n\n<p>Au-del\u00e0 de cette fonction d\u2019arbitrage, Patrice Talon a pr\u00e9sent\u00e9 la chambre haute comme un outil de stabilisation de la vie politique. Compos\u00e9e de personnalit\u00e9s aguerries, elle devrait, selon ses propos, contribuer \u00e0 rappeler \u00e0 l\u2019ordre les acteurs politiques en situation de d\u00e9rive, en s\u2019appuyant sur l\u2019exp\u00e9rience et l\u2019expertise de ses membres pour consolider l\u2019\u00e9quilibre institutionnel et pr\u00e9server la coh\u00e9sion de l\u2019\u00c9tat.<\/p>\n\n\n\n<p>Par ailleurs, Patrice Talon a appel\u00e9 \u00e0 la responsabilit\u00e9 collective face aux d\u00e9fis s\u00e9curitaires et institutionnels. Il a fermement condamn\u00e9 toute forme d\u2019approbation ou de banalisation de la violence. \u00ab Se r\u00e9jouir d\u2019un crime est condamnable.
